City Fair Rent Commissioners Steven R. Mullins and Effie Prokopis were reappointed by Mayor Dorinda A. Borer to the Commission. The City Council confirmed their reappointments at its July session. The terms expire in February 2027. They are two of six commissioners and an alternate serving on the Commission.
The Fair Rent Commission receives complaints, makes studies and investigations and conducts hearings for city tenants that believe that their rent is unfair and/or excessive. The panel also works with the Building and Health Departments and fire marshals to investigate health and safety violations reported by tenants.
According to Connecticut State Statute, all municipalities with populations more than 25,000 are required to have a Fair Rent Commission in place.
“West Haven was ahead of its time being one of the first municipalities in Connecticut to establish a Fair Rent Commission in the early 1970’s. For reasons unknown the Commission became defunct in the early 1990’s.” Mullins said.
Borer, who as state representative was instrumental in passing the State Fair Rent Commission Statute in Hartford; appointed the current Commission last year, after a 30 year hiatus.
According to Mullins, applications for City tenants are available at City Hall in Borer’s Office, the Office of Corporation Counsel Paul Dorsi or the Office of Town & City Clerk John Lewis.
