Dear Eleanore Turkington:
The home on Jessie Drive leaves their two Labs outside almost all day and night and one of them barks so loud at any sight or sound, 7 a.m., 5 p.m., 12 a.m., doesn’t matter. Not to mention that it’s been absolutely freezing out. It makes it even worse that the owner leaves them out there.
This has been occurring all hours of the day and night, but the owner doesn’t seem to care or having any awareness of how this is negatively affecting neighbors.
I have already tried to go over there to talk to them. I don’t even get an apology and they don’t even attempt to try to fix the problem. They leave the dogs outside, so they don’t become their problem inside.
I’m not sure what the appropriate step is: Animal Control Police?

I have received numerous complaints regarding the Kelsey, Main, Wagner and Elm Street traffic problems. There have been numerous references in this column and comments and inquiries from my readers, so to date, I will sum up this issue with the following letter from a loyal reader:

Thank you for looking into the Kelsey/Main, Wagner and Elm Street traffic light mess.
However, in the past I contacted the traffic division about an issue (I did this for someone else, and as a representative of the city and made that clear) and never even received the courtesy of a reply to j(and the problem was never addressed). Thus, having the councilwoman contact them is not. I fear, not going to produce any result.
Thought about that as I sat there for an inordinate amount of time today, wondering why these lights were timed so badly in the first place. Wondering how long we’ll just put up with it
